Wednesday, February 27th, 2013

Welaptega Marine was awarded a contract to inspect the mooring system of the Nganhurra floating production storage and offloading (FPSO) facility operating in waters off the coast of North West Australia. Welaptega has sent a team of specialist engineers to the facility to conduct a Progressive Inspection program using its Rope Measurement System (RMS) and 3D-modeling system (3DM).

“Our Progressive inspection philosophy is a guided examination of mooring systems that focuses on known problems and failure modes,” says Tony Hall, President and CEO of Welaptega Marine. “When anomalies, wear or damage is identified, progressive inspection technologies are used to zero in on the problem and identify its characteristics and operational implications.”

Nganhurra FPSO is operated by Woodside Energy Ltd., and is the first oil production facility in the deep waters off the North West Cape. The vessel operates in water depths of approximately 2000 feet and can process 100,000 barrels of oil per day. It has a storage capacity of one million barrels.

Norwegian Extreme Depth Pipeline Contract Awarded

Friday, February 22nd, 2013

The Polarled-pipeline will export gas from Statoil’s Aasta Hansteen field in the Norwegian Sea to the Nyhamna gas plant.

Statoil has awarded Marubeni Itochu/JFE the fabrication contract for linepipe to the Polarled project, while Wasco has been awarded the coating contract, and Allseas the pipe-laying contract. The coating contract includes the establishment of a new production base in Mo i Rana, Northern Norway.

“The Norwegian Sea is an exciting area on the Norwegian continental shelf. Polarled underpins this. Establishing new infrastructure increases the opportunities for the discoveries already made, and at the same time paves the way for further exploration and the development of future discoveries,” says Rune Bjørnson, Statoil’s head of Natural Gas.

Wasco is an internationally renowned supplier which has been keen to get to know, and make use of, multiple subcontractors from Norway especially those in Nordland county. These subcontractors will assist Wasco in the establishment phase of a brand new production facility for applying concrete coating in Mo in Rana, Northern Norway.

“Experienced local companies will provide services to Polarled such as goods from land, buildings, port services, construction, maintenance, logistics and raw materials for the production process. A requirement has been estimated for about 50 employees locally in Mo i Rana during the production period between now and 2015,” says Statoil’s Chief Procurement Officer, Jon Arnt Jacobsen.

The order for steel, valued at approximately NOK 2 billion, includes pipes, bends and buckle arrestors. Until pipe-laying in 2015, some 325,000 metric tons of steel will be produced for the 482 km long pipeline. The steel pipe will be 36 inch in diameter and will be laid at a maximum depth of 1265 metres, which is the world’s deepest laying operation for this size of pipe.

The pipes will be shipped from the supplier in Japan to Malaysia, where flow coating on the inside and anti-corrosion coatings on the outside will be applied.

In addition, the pipes will be shipped to Mo i Rana for the application of a protective exterior concrete weight coating, before they are stored until installation in 2015. The coating contract is estimated at NOK 1.2 billion. Wasco will use existing buildings in Mo i Rana (Mo Industrial Park) to set up the factory for the concrete coating application.

The pipe-laying contract is valued at NOK 750 million, and preliminary engineering work has already started. A dynamic positioned laying vessel, without the use of anchors, will be utilised. Pipeline installation will commence by pulling in the pipe at Nyhamna in March 2015 and will be completed with lay down at Aasta Hansteen in Q3 2015.

General Dynamics Awarded $4.6 Billion for Sub Programs

Friday, January 4th, 2013

General Dynamics Electric Boat was recently awarded three U.S. Navy contracts totaling $4.6 billion to design and develop the next-generation strategic deterrent submarine, and to continue construction and purchasing of materials for Virginia-class attack submarines.

Under a five-year, $1.85 billion Ohio Replacement Program contract, Electric Boat will perform research and development work for this new class of ballistic-missile submarine, which is scheduled for a 2021 construction start.

Additionally, Electric Boat will continue development of the joint U.S. Navy / Royal Navy Common Missile Compartment for Ohio Replacement submarines and the UK Successor-class ballistic-missile submarine. The potential value of this contract is $1.995 billion.

Electric Boat also received a $2.5 billion award to build two Virginia-class submarines – South Dakota (SSN-790) and Delaware (SSN-791) – the 17th and 18th ships of the class. Construction of Virginia-class submarines is shared between Electric Boat, the prime contractor, and its teammate, Newport News Shipbuilding.

Under the third award, Electric Boat will receive $308 million to purchase long lead-time materials for the as-yet unnamed Virginia-class submarines SSN-792, SSN-793 and SSN-794.

“These awards provide the stability to the submarine industrial base that will allow us to achieve even greater cost reduction through improved efficiencies in support of the Navy’s submarine force-level requirements,” said Electric Boat President Kevin J. Poitras.

“We appreciate the support of the Connecticut and Rhode Island congressional delegations, which are instrumental in educating their colleagues and others about the vital national-security need for a strong submarine force, helping to pave the way for these contracts,” Poitras said.

Ambrey Risk is Awarded Panama-Flagged Vessel

Monday, November 12th, 2012

Maritime Security specialist Ambrey Risk has been awarded accreditation to work with Panama-flagged vessels.

The UK-based security company, which won a Herefordshire Chamber of Commerce award last month, became one of the first maritime security companies to be granted official accreditation from the Panama Maritime Authority, on 28th September 2012, sanctioning the services of armed and unarmed escort guards on vessels transiting piracy high risk areas.

Ambrey Risk were quick to react following the recent change of law in Panama under which from 3rd October 2012 it was said all Private Maritime Security Companies (PMSCs) serving Panamanian flagged ships must have official accreditation from the Panama Maritime Authority. (This directive has since been extended to 3rd January 2013.)

Business Management Director James Gasson-Hargreaves commented: “At Ambrey Risk, we intend to set the benchmark for regulatory compliance and professionalism in maritime security, so achieving this accreditation highlights our constant stride for compliance – and reassures customers with the confidence that Ambrey adheres to the highest standards of professionalism recognised in both the UK and internationally.”

The stringent review process of the Panamanian Administration was overseen by the Directorate General of Merchant Marine and vetted by a special board of experts from the Panama Maritime Authority. James Gasson-Hargreaves continued: “With this new law, all the paperwork will be with the authorities, and therefore granting approval for a team to come aboard can be achieved swiftly and efficiently We congratulate the Panamanian authorities for taking this positive step in its determination to ensure to ship owners and operators guarantee that only reputable companies with sound infrastructure are employed on board Panamanian registered ships.”

In MSC.1/Circ.1405/Rev.1 of 16 September 2011 the International Maritime Organization (IMO) raised concerns over the absence of applicable regulation and industry self-regulation, coupled with complex legal requirements governing the legitimate transport, carriage and use of firearms on ships. It was also said that the rapid growth in the number of private maritime security companies raised doubts about the capabilities and maturity of some of these firms. With Panama’s new measure, any Panamanian accredited PMSC will have a flag state reference, proving to new clients and the industry that its operations and structure have been assessed by a competent administration. This promises to be an advance in aiding shipping companies to identify reliable, professional private providers of armed security.

John Thompson, Commercial Director of Ambrey Risk, added: “We always aim to keep abreast of new regulations, and Panama flagged vessels are very important to us, so we are pleased that this accreditation award will show we are staying agile and responsive to the needs of shipping and their account management with our own uncompromising standards and attention to detail. We would particularly like to thank Mrs Maria Dixon of ISM Shipping for her knowledge and sound advice in helping us manage the changes that have been brought into force by the Panamanian authorities.”
